The article contains general analysis of the U.S. Administration's current policy in information security. The problems are discussed in the light of the national cyberdefence potential against the newest threats to international security. It is suggested that the widening of information gap can be one of the causes of current world instability. For the first time since World War II, the U.S. seem to lose leadership at the multilateral trade talks shifting accents to bilateral and regional trade cooperation. The main reason for the shift is a deadlock at the WTO Doha-round negotiations where the U.S. face opposition of the steadily growing economies of India, China and Brazil. The article deals with the substance and consequences of the conservative economic policy pursued by Republican Administrations of R. Reagan and G. Bush in 1981-1993. The author suggests that goals set forth by the two presidents were achieved partially, that the causes of the economic boom in the 1980's had no American relevance to their policy and that economic growth was provided by earlier investments in the «human capital». The article extends three theses. First, after the Second World War West Germany wasn't a reliable ally of the United States, i.e. not an assured partner. Second, the 1990s - beginning of the 21st century is the period of recklessly neglected opportunity to promote bilateral relations between the USA and the Federal Republic of Germany.
