Acute political crisis in Ukraine, joining of the Crimea to Russia and hostilities in the South-East of Ukraine have redoubled the existing Russia - U.S. and Russia - NATO contradictions. The article deals with the situation after the suspension of NATO — Russia security cooperation, and estimates the chance for resuming the dialogue on a new European architecture based on mutual partnership. The author of this article is looking for the answer to the question, whether the imbalances in the American economy are the sign of massive downturn of global economy. The analysis conducted by the author leads him to the conclusion that in order to strengthen the global economy resilience to various shocks the monetary authorities should continue structural reforms to increase the flexibility of labor markets, to fight the monopolization of goods' and services' markets and to stimulate the R&D. The article is devoted to analysis of the present state of budget federalism in the U.S. as it relates to health care reform implementation. The local and state governments lobbies in the U.S. are studied, as well as their present role in political system. The case study is health care reform implementation and creation of federal and state health insurance marketplaces. The budget battles of 2013 are analyzed. Summing up the author makes an assessment of the role of the U.S. local and state governments in the U.S. budget process. Recently the State debt has ceased to be an internal affair of the United States, and turned into a global financial problem. Nevertheless the Federal budget deficit should be considered the normal way of generating income, but not an extraordinary way of shortage covering. The threat to the dollar position does not arise from the budget deficit and public debt existence, it grows when the values of both exceed acceptable limits, which are determined by the fundamental factors of economic development. The growing dependence of the U.S. economy on foreign capital inflows caused by low savings rate is a significant risk for the financial stability of both the United States and the global financial system as a whole. The United States leads the world by value of public debt in absolute terms that continues to grow. At the same time the share of foreign investors accounts for about a half of the public debt.
