Because the asymmetrical nature of the U.S.-Canada relationship Canada is far more focused on its relationship with the U.S. than the U.S. is with Canada. The article begins by asking whether official Washington could be said to have had a Canada policy after the World War II and what kind of judgments can be made about this policy — was it based on some fundamental principles? The seizure of Manchuria which escalated the conflict between Japan and China into the full scale war, and the beginning of the Second World War in September 1939 marked a collapse of American hopes to preserve the Versailles system in Pacific region. American policy toward Japan started to shift from appeals to reason and common sense to preparedness for possible confrontation. Japanese politicians and military embarked on the way of establishment of "New Order" in Asia which claimed "freedom from white colonialism" and in practice meant redistribution of regional resources in favor of Japan. Many elements of the Chinese national system of innovation (NSI) have been formed with regard to the U.S. experience. But the Chinese NSI is substantially different from the American one and China still largely lacks capability to generate indigenous innovations. The aim of the paper is twofold: to investigate the U.S. role in the Chinese NSI and to analyze the main channels China uses to borrow, including the industrial espionage, i.e. the theft of American intellectual property.
