The First World Congress on Alternative Energy and Ecology WCAEE-2006 was held August 21- £ 25 in Russia on board the motor-ship "Georgy Zhukov" within the framework of activities, held by G8 g countries under the chairmanship of Russia. uo

WCAEE-2006 Founders - nongovernmental organizations:

— Scientific Technical Center "TATA" (Sarov, Russia)

— Institute for Hydrogen Economy (Sarov, Russia)

The Program of the Congress combined

— I International Scientific Conference «Hydrogen and renewable sources of energy» ICHRSE-2006;

— III International Symposium "Safety and Economy of Hydrogen Transport" IFSSEHT-2006;

— I International Symposium "Hydrogen Sensors and Recombiners" ISHSR-2006.

250 associates from 60 institutions, representing 16 countries took part in the Congress.

120 oral reports on different areas of alternative energy and ecology were presented, poster session was held as well.

Experts of the National Council on Small and Medium Business Development held 3 sessions of the "round table" on the role of small and medium business in Russia in the development of alternative energy, implementation of ecological programs: regions' and municipalities' experience.

As there is a curtain scientific and technical reserve in hydrogen energy and hydrogen usage on automobile transport (with the use of fuel cells, combustion engines, nanotechnologies, etc.), but there is no coordinating plan of hydrogen technologies application and complex development on the governmental level, Public hearings of the draft federal law "Special Technical Regulations on the Safety of Hydrogen Production, Storage, Transportation and Usage Devices and Systems" were conducted on the initiative of Russian Ministry of Industry and Energy.

Devices and equipment, developed by the Scientific and Technical Center "TATA" were exhibited at the Congress.

A formal ceremony for the presentation of Commemorative Medals of the International Association for Hydrogen Energy (IAHE) for contribution to world science took place in the course of the Congress. Honorary diplomas for the best scientific article of the International Scientific Journal for Alternative Energy and Ecology were presented to the winners of the contest.

WCAEE-2006 demonstrated the most effective and efficient technologies for energy production and ways of safety assurance and world civilization sustainable development.

Information exchange on the areas of international cooperation was successfully accomplished during the Congress. The possibilities of implementation of joint projects on the regional and international fi level were discussed and the achievements of scientific research organizations and industrial enterprises in the field of hydrogen technologies were demonstrated.

Hydrogen has been finding increasingly wide application for different branches of technology in many countries of the world. The problems of hydrogen usage have been successfully solved in rocketand-space programs, including "Saturn-Apollo" (USA), "Space Shuttle" (USA), "Energy Buran"(Russia), "ARIAN-5" (EU), etc. Major efforts are focused on hydrogen usage technologies (combustion engines, fuel cells) for automobile transport in many countries (USA, Japan, Germany, the Netherlands); specific plans of implementation within the next ten years have been already worked out.

About 1000 scientists and engineers, statesmen and businessmen, lawyers and journalists took part in the Congress WCAEE-2006 (including distance participation, working meetings and plenary sessions in the regions). Congress activities have been held on board the motor-ship and in the cities of Nizhniy Novgorod, Cheboksary, Kazan, Ul'yanovsk as well.

All the reports (oral and poster) have been reviewed and all the projects underwent examination by the leading critics and experts of the International Scientific Journal for Alternative Energy and Ecology. Abstracts of the reports are published in the 5-8 issues of ISJAEE-2006. Full texts of the reports will be published in ISJAEE and "Letters to ISJAEE".

Congress participants pointed out that practically all the reports demonstrated high scientific and technical level of the work carried out. Many reports can be referred to applied research.

The First World Congress for Alternative Energy and Ecology WCAEE-2006 demonstrated close scientific relations and cooperation between scientists from institutions worldwide.

<( The Congress WCAEE-2006 Participants resolved to take the following actions:

t 1. Thank the United Nations Organization for effective assistance of international movement in the

| field of nonpolluting energy sources development, including the hydrogen economy. Note efficient

^ activity of the International Center for Hydrogen Energy Technologies of the United Nations Industrial

J Development Organization (UNIDO-ICHET), led by the President of the International Association for

№ Hydrogen Energy Professor T. N. Veziroglu, opening ground for development.

S 2. Address to the United Nations Organization a proposal to further support international movement

8 in the field of nonpolluting energy sources development in developed countries as well as in developing g countries.

3. Note efficient work, carried out by the scientists, engineers, businessmen and lawyers within the activities of G8 countries in the field of providing juridical, economic, humanitarian and scientific and technical basis for nonpolluting energy development.

4. Address the Presidents of the participating in the Congress WCAEE-2006 countries with a proposal on the necessity of financial and legislative support of small and medium business activities in the field of nonpolluting technologies and devices development.

5. Develop an Address of the Congress WCAEE-2006 participants to the scientific community concerning the necessity of continued research in the area of hydrogen economy and transport.

6. Create an initiative Team to establish the Russian Association for Renewable Energy under the chairmanship of WCAEE-2006 Presidium.

7. Note the high scientific and technical level of the International Scientific Journal for Alternative Energy and Ecology and recommend continuing its regular publishing and distribution.

8. Acknowledge the relevancy and expediency to convene again the World Congress on Alternative Energy and Ecology.

9. Convene the next Congress WCAEE in August 2009.

10. Award the Commemorative Medal of the International Association for Hydrogen Energy (IAHE) and the Editorial Board of the International Scientific Journal for Alternative Energy and Ecology to Congress Participants (Attachment 1, approved by common voting of Congress WCAEE -2006 participants) for contribution to alternative energy development and cooperation to WCAEE-2006 preparation and cooperation.

11. For the efficient preparation of the next Congress WCAEE enlarge the membership of the Permanent Committee of the Symposium on Safety and Economy of Hydrogen Transport and rename it a Permanent Committee of the World Congress on Alternative Energy and Ecology (Attachment 2, approved by the common voting of Congress WCAEE-2006 participants).

12. It is advisable that Russian Ministry for Industry and Energy, Russian Ministry for Education and Science together with regional government bodies of Russian mega cities (Moscow and Moscow region, Saint Petersburg, Nizhniy Novgorod) worked out a coordinating plan of hydrogen technologies development and renewable energy sources application to transport and other engineering branches.

13. Consider expedient to develop and adopt federated programs on renewable energy sources with foreign countries.

The Resolution of Congress WCAEE-2006 Participants was adopted unanimously at the Closing Meeting.
