PEDAGOGICAL SYSTEM OF MANAGEMENT OF SPORT FOR ALL DEVELOPMENT S.N. Litvinenko, Ph. D. Rostov state economic university, Rostov on Don Key words: sport for all, socialpedagogical management, system factor, governmental regulation, public regulation, physically active individual. The author offers the pedagogical system of sport for all development. the System generating factor is an idea about social value of sport for all without the dependence from the purposes of the elite sport development as it has been earlier according to the scheme of «pyramid». The difference of the offered pedagogical system from administrative schemes is a structure which includes such subsystems as «pedagogical contents», «governmental regulation», «public regulation» and «technologies». In the opinion of the author, if the pedagogical technologies are developed in separation from the organizational aspects and on the contrary, if the administrative programs are developed without taking into account pedagogical laws, both situations are either unrealistic, or inefficient. The offered system has been introduced by the author in Rostovon Don in the form of the municipal program «Health of the nation» (1994 2005). The results of the experimental checking (the data of statistical monitoring and sociological interrogations) confirm the theoretical ideas which are the basis of the pedagogical system of the sport for all development.

TRAINING OF PEDAGOGICAL STAFF AT FACULTIES OF PHYSICAL CULTURE AT INSTRUCTION BY CORRESPONDENCE I.V. Kulishenko, Ph. D. The Moscow state regional university, Moscow Key words: State educational standard of higher vocational education, instruction by correspondence, curriculum, blocks of educational subjects. The training of teachers of physical culture without the isolation from their job takes an important place in the system of higher pedagogical education: in Russia about 45 % of teachers get the higher pedagogical education at instruction by correspondence branches of higher educational institutions of the country. The existing forms of training specialists with the higher sports education become ineffective and do not provide in full measure the needs of a modern comprehensive school for highly skilled staff in the field of physical culture and sports. The author has carried out a research on the question of optimization of educational process at the instruction by correspondence on the faculties of physical culture the results of which are presented in the article.

The comparative research of the mental features of the students of a sports high school specializing in cyclic and complex coordination kinds of sports is offered to the readers' attention. The occupations in each of the groups have been carried out on the 2-nd year during the III and the IV semester. In the authors' opinion, the features of the mentality of students-athletes, generated by the subjectivity and objectivity of estimations in the elected kinds of sports, are transferred to the educational activity and are kept in it.

APPLICATION OF ACTIVE PASSIVE AND REFLEX EXERCISES ON SWIMMING LESSONS WITH CHILDREN OF FIRST YEAR OF LIFE A.D. Kotlyarov, Ph. D., associate professor The Southern Ural state university, Chelyabinsk Key words: physical condition, children of first year of life, exercise in water. In the technique of swimming lessons with children of the first year of a life offered by the author there were used active, passive and reflex exercises in water; the laws of development of the higher nervous activity that means the display of the conditioned reflexes on the basis of the unconditional ones were also taken into account. In the researches there are traced such parameters as physical condition, formation of the basic psychomotor parameters and becoming of separate swimming skills at children of infancy age in three groups - control and two experimental ones(the first one - rather healthy children; the second one - with perinatal affection of central nervous system of easy and medium degree).

PRINCIPLES OF DIALECTICS: METH' ODOLOGY OF DEVELOPMENT OF VIEWS ON PERSONS PHYSICAL CULTURE AND ITS FORMATION Kh.Z. Khubbiev, Dr. Hab., professor The A.I. Gertsens Russian state peda' gogical university, Saint Petersburg Key concepts: persons physical culture, formation of persons physical culture, principles of dialectics. In the article the methodology of devel' opment of views on persons physical culture and its formation is considered. Thus the main attention is paid to the consideration of the principles of dialectics: the principle of development, the principle of general connection and the principle of integrity. It is shown, that the realization of each of them is con' nected with the reference to the laws of dialectics - the laws of unity and conflict of opposites, transition of quantitative changes in qualitative and denying of denying. It is also connected with the concept of the parity of the biological and social side in the persons develop' ment, the concept of levels and forms of the matter movement and the universal law of necessary variety.

As a result of the experimental research carried out by the authors there have been received the data on the factors determining the speed and the contents of decision-making. The subjective conditions of the decision-making that determine a situational choice, have been revealed. Also it has been revealed, that solving tactical tasks during the experiment the athlete spontaneously (depending on the contents of a game episode) occupies the place which is allocated to him in a real game situation, and operates according to the functions, duties in a team (on the role), determined beforehand.

In modern sports the traumatology problems are noted for their specificity concerning the character and localization of damages, ways of their estimation and recovery. The traumatic orthopedic diseases, submitting to the general mechanisms of appearance and development of traumas, or distinguished in their varietiveness, recovery speed, and also psychological moments - mutual understanding between patients and the treating personnel lay In the basis of the damages. from the authors point of view The main reasons of occurrence of the sports traumas, is insufficiently careful selection of athletes for separate kinds of sports and gross blunders in the methodology of sports training. The author describes the methods of prevention of traumas in sports of the maximum achievements.
